About this course
This Illinois-specific training prepares Direct Support Professionals (DSPs) working in Community-Integrated Living Arrangements (CILAs) and Community Day Services to understand how individual rights are protected in the Illinois developmental disabilities service system. It covers the rights foundation in Chapter 2 of the Illinois Mental Health and Developmental Disabilities Code (405 ILCS 5), the rights and protections carried into community settings by 59 Ill. Adm. Code 115, what a Human Rights Committee (HRC) is and does, HRC composition and independence requirements, the Behavior Management Committee's review of behavior interventions, the full flow of a behavior support plan in Illinois — assessment, plan development, informed consent and guardian involvement, HRC and committee review of restrictive components, implementation, and data review — the kinds of rights restrictions that require HRC oversight, Illinois's prohibitions on seclusion, time-out, and aversive procedures in CILAs, and the DSP's own role: implementing plans exactly as written, documenting, reporting concerns, and never improvising restrictions.
