About this course
This course trains Direct Support Professionals and all staff of Illinois developmental-disability and mental-health providers on Rule 50 (59 Ill. Adm. Code 50), the administrative rule that governs how allegations of abuse, neglect, and financial exploitation are reported to and investigated by the Illinois Department of Human Services Office of Inspector General (OIG). Learners cover who and what Rule 50 protects — individuals receiving services in state-operated facilities and in community agencies licensed, certified, or funded by DHS; the Rule 50 definitions of physical abuse, sexual abuse, mental abuse, neglect, egregious neglect, and financial exploitation; every employee's duty as a required reporter, including the 4-hour deadline for calling the OIG Hotline at 1-800-368-1463 and the 24-hour deadline for reportable deaths; protections for good-faith reporters; the agency's obligations to protect the individual and preserve evidence; the OIG investigation process and its three findings; the agency's written-response duties; and the Health Care Worker Registry consequences of substantiated findings. The course closes with prevention strategies and satisfies Rule 50's mandate that employees be trained on these requirements upon hire and at least every two years thereafter. It supports Module 3 (Prevention, Recognition, and Intervention of Abuse, Neglect, and Exploitation) of the IDHS Direct Support Person classroom curriculum.
