Minnesota — DHS 245D DSP Training
Tracks staff orientation and annual training for 245D-licensed home and community-based services under Minn. Stat. 245D.09: subdivision 4 orientation within 60 days of hire, subdivision 4a person-specific competency before unsupervised direct contact, and subdivision 5 annual retraining. Follows the statute's own topic checklist — Minnesota names no mandated curriculum or vendor, and the license holder documents topic coverage at licensing review; person-specific competency, life-sustaining equipment, and medication instruction remain licensed-professional carve-outs tracked as external evidence.
One organized view of what each learner has completed, what is still due, and what needs to be renewed.
Pathway curriculum
Each module shows the training or evidence that satisfies a requirement, when it is first due, and how often it must be renewed.
Orientation under 245D.09 subd. 4 must cover service recipient rights and data privacy/confidentiality requirements before or within 60 days of hire.
Mapped training
Training on recognizing and reporting maltreatment of vulnerable adults (and minors where served) per Minn. Stat. 245A.65, required within 72 hours of first direct contact and repeated annually under 245D.09.
Orientation must cover person-centered planning and service delivery, including the principles the coordinated service and support plan is built on and the staff role in implementing it.
Orientation on positive support strategies, the emergency use of manual restraints (EUMR) policy, and procedures prohibited under 245D — de-escalation knowledge is mappable; any hands-on restraint certification a provider elects sits outside this row.
Orientation includes first aid and responding to emergencies (unless the license holder documents an exemption basis) under 245D.09 subd. 4. Knowledge content is mappable; any certified hands-on CPR/FA a provider elects is evidenced separately.
Orientation under 245D.09 subd. 4 includes sexual violence prevention and awareness for persons served.
Annual retraining across the orientation topic set (rights, maltreatment, person-centered practices, positive supports, safety), with the license holder documenting sufficiency — Minnesota sets no hour floor.
245D.09 subd. 4a requires training and demonstrated competency on each person's specific needs — ADLs, the support plan, and individual protocols — before unsupervised direct contact. Person-served-specific by definition; track the competency documentation as external evidence.
Where a person uses life-sustaining medical equipment, staff training must be provided by a licensed health professional with an observed skills assessment. Track the professional's sign-off as external evidence.
Instruction for medication setup, assistance, and administration must come from a registered nurse, nurse practitioner, physician assistant, or physician under 245D.09. Nurse-gated — track the instruction and competency record as external evidence.
