Maine — HCS Licensing Rule Staff Training (Ch. 108)
Tracks the staff training a licensed Home and Community Support Services agency must provide under 10-144 CMR Ch. 108, effective December 3, 2025, for agencies serving adults with intellectual disabilities, autism spectrum disorder, a related condition or acquired brain injury. The Department-approved DSP certification (Maine College of Direct Support) is state-provisioned and tracked here as external evidence; the orientation, annual in-service, infection-control and food-safety topics the rule assigns to the agency are course-mapped.

Pathway curriculum
Each module shows the training or evidence that satisfies a requirement, when it is first due, and how often it must be renewed.
The Department-approved certification course for Direct Support Professionals, delivered on the state-provisioned Maine College of Direct Support platform and replacing the former DSP Curriculum for MaineCare Sections 18, 20, 21 and 29. Completed on the state platform and tracked here as external evidence. CNAs and licensed professional staff are excepted by the rule.
Fire safety within the site-specific orientation the agency must provide before an employee gives unsupervised direct care. Pairs with the § 13(D) evacuation planning and the timed drills § 13 requires under State Fire Marshal standards.
CPR within the site-specific orientation. Certification is a hands-on skills demonstration through a nationally accredited provider; the platform records the card and its expiry rather than delivering the certification.
Mandated reporter training within the site-specific orientation. Maine's adult protective reporting duty runs through 22 M.R.S. § 3477; agency staff are mandated reporters for adults receiving services.
Confidentiality and individual rights within the site-specific orientation, aligning with the § 10 individual-rights standards the agency must uphold.
Orientation to the typical support needs of the population the agency serves and the services it provides — for a Ch. 108 agency, adults with intellectual disabilities, autism spectrum disorder, a related condition or acquired brain injury.
Social Role Valorization within the site-specific orientation — the Wolfensberger framework of valued social roles, which Maine names three times over: for direct support staff here, for program managers at § 25(C)(3)(d) (within 180 days of hire, then every 36 months) and for case management staff at § 26(A)(1)(d).
Person-centered practices within the site-specific orientation, including training specific to the person and the services being provided, in accordance with agency and Department policy.
Training in the use of adaptive equipment or durable medical supplies where the employee's duties involve them.
Communication skills within the site-specific orientation, covering the communication needs and methods of the people supported.
Physical intervention training where the employee's duties require it. Maine regulates behavioral supports separately under 14-197 CMR Ch. 5, and approved physical-intervention curricula are delivered by certified trainers with a hands-on component — tracked here as external evidence.
Recognition of the signs and symptoms of potentially preventable causes of death: choking, aspiration, constipation/bowel obstruction, seizures, dehydration and sepsis. The rule requires the training itself to be DEVELOPED BY A LICENSED NURSE, so it is carried as external evidence until nurse-authored (or nurse-reviewed and attested) content exists to map — a course that merely covers the topics does not satisfy the clause.
IPC education the agency must give all staff at hire: standard precautions (hand hygiene including staff involved in direct care or food preparation, bloodborne pathogens, PPE donning and doffing, respiratory hygiene/cough etiquette), environmental cleaning and disinfection, transmission-based precautions, and sharps/injection safety. The rule also requires documented OBSERVED COMPETENCY in the personnel file — the observation is the agency's; this row holds the coursework and the record.
Safe food preparation where agency staff are responsible for preparing food, supporting the § 15 dietary standards — including the rule's cooking temperatures and the food storage, labelling and access policies a residential program must implement.
In-service training the agency must provide to all staff at least annually, and in response to individuals' emergent needs, in areas related to the specific needs of the individuals served and the duties the employee performs.
